I'm fairly sure that this Planthopper is a common Southwestern Flatid, Flatormenis saucia.

ID Info:
Testing for look-alikes of genera in tribe Nephesini:
1. - The two regular rows of cross-veins near the wing edge, rules out Ormenoides venusta.
2. - The light colored legs and other features (such as the wing shapes) rules out Ormenaria barberi.
3. - The overall coloring and the wing veins do not match Metcalfa pruinosa.
Testing for species of genus Flatormenis:
(from the info tab for F. proxima) "Wing shape is unique among North American flatids. (pointed) = Fail
1. - The wing edge is rounded on both sides and not pointed on the upper (or anal) corner. = species saucia Van Duzee 1912
