Phyllocnistis
The species is open for debate... Officially, there is only supposed to be an underside Phyllocnistis mine on Parthenocissus (Phyllocnistis ampelopsiella). I've reared adults like this

from upper surface mines on Parthenocissus that resembled the mines of Phyllocnistis vitifoliella on grape. Your mines look more like those of P. vitegenella, which should also be on grape; I've never seen mines like this on Parthenocissus before, but that does seem to be what the plant is.
