I found these on the underside of a wild grape in our yard. Any ideas?

These galls are caused by a species of midge in the genus Vitisiella. The genus needs revision, and this may be an undescribed species. They have nothing to do with phylloxerans, which are aphid-like insects (one of which does cause grape galls).
