On this beautiful day in May, there were a few of these look-alike wasps on Redroot, Ceanothus herbaceus.
Is this a female?
No it is not. As per B Biagi’s comment below, it is a male with a pseudostinger.

Your linked image is also a male, probably the same species. - 11 flagellomeres, 7 abdominal segments, with 2 apical spines and a pseudostinger = ♂
Also, for the males in this genus, C. tolteca is the closest look-alike to this species, but they are not likely to be found in your area.
