Size: 1 1/2 inches
I would like to confirm if this is a Frosted Whiteface female. I do have a blurry pic that shows the abdomen that I can also post, but I think it is female. I am thinking the colors are too vivid to be a Dot-tailed Whiteface female.

I think it's Belted whiteface.

Given all the July records already here from ON and nearby MB I suggest FRASSing these.

 
Defining Field Marks
Thank you for your time. I know you must be very busy. It is very much appreciated. Of my 3 dragonfly books, only 1 has the Belted Whiteface in it and it does not show a look-alike to my picture. I have also checked out some pictures on line since your ID. If you have a moment sometime can you tell me what leads you to the Belted as opposed to the Frosted? I am a novice dragonflyer and am trying to learn distinguishing characteristics, although I am from Indiana and may not come across another one until my next Canada vacation.

 
Whiteface
Paulson's book has a picture of a heteromorph female which looks almost exactly like yours and I don't think any other species fits. I've never seen a frosted with such large abdominal spots. The ones on segments 6 and 7 are very fine stripes and the spot on segment 4 I find distinctively shaped. The abdomen shape is a bit different, too; somewhat clubbed. The side of the thorax on Frosted has little to no black on it. Take a look at this typical female Frosted. http://bugguide.net/node/view/747236

if a female, definitely not Dot-tailed which has yellow stripes on the side of abdominal segments 4 and 5.

The dorsal abdominal spots look too large for it to be Frosted.
