In my opinion - Argia moesta (female)
The lack of a dark ventrolateral stripe on abdominal segment 9 is indicative of
A. moesta
and separates it from
A. apicalis
which does have the stripe.

Interesting
I had only run across the brown form female prior. So this would be a blue form female? Nice, new one for me. abdominal segment 9, is that at the end?

Blue form female
Yes - it is a blue form female.
Segment 10 is the very small segment at the end of the abdomen while segment 9 is the one just anterior to it.
