Perhaps a Red-legged Spittlebug (Prosapia ignipectus)?

Definitely Prosapia

Looks as though P. bicincta could also be a possibility

 
I question ID
Ken, I question that ID, as I cannot find P. bicincta that does not have visible bands, other. I'm thinking both are either ignipectus with darker legs or an unknown Prosapia.
