On sheet with UV black light. The orange fringing suggests Prays atomocella - Hop-tree Borer Moth - Hodges#2416, but otherwise marked much differently, and out of range. Submitted for other suggestions.

Prays atomocella
The only Yponomeutoidea with long, rust-colored fringe. Yponomeuta and Ethmia have white fringe. The date is correct for this univoltine, and it has been observed in New Mexico. Besides, if it has wings, all bets are off :)
