Lasiopogon
This is a male Lasiopogon fumipennis. They're distinctive for having reddish genitalia and tibiae and a black spot on the halter (visible here near the base of the left hind femur). The milky two-tone wings are notable in the male, too. Usually perch on boulders, rocks, logs near mountain streams or trails throughout the PNW in the spring. Great find!
