Birds are the culprets
Here in western Pennsylvania I have observed small birds pecking holes in the galls during the winter months to get at the larva inside. So Eurosta solidaginis larvae are a food source for some bird species.

 
Birds are not the culprits
Sorry to say you are wrong,but... I am familiar with both chickadee and woodpecker damage. This is neither. Holes are (1) not conical, but smooth cylindrical bores (B) Not in the side of the gall, but always at the bottom where the stem enters the gall (III) filled with an exuvium and cocoon silk. It is an insect, presumably a lepidopteran. I hope to find one intact and rear out the adult, but no luck so far...
