Size: 2.7 mm
A swarm (flying column of dozens of these flies) inside a high tunnel or hoop house filled with ornamental plants (Lantana, Oleander, grasses, etc.). I swatted a couple and this one seemed to be in fair shape.

Chironomidae
Male, probably subfamily Orthocladiinae; given where you caught it, might be a Pseudosmittia or Smittia.
