This guy had tied up the tip of an oak leaf with this really neat hole-punch pattern. I am hopeful that the structure may give a clue about family. Thanks in advance.

Povolnya quercinigrella
This is to confirm Charley's diagnosis of the damage and to add that the larva seen here is in fact P. quercinigrella.

The shelter...
seems to be the work of Povolnya/Caloptilia quercinigrella

...but I'm not sure if that's what the larva is.
