Is This Diptera? - Leptophlebia

Size: 8mm
I'm beginning to think this is not Diptera. 4 of these swarming in front of my car. 8mm size excludes the legs and rear projections (what are these called?). Male I think due to what appear to be claspers. Can't see halteres that I can identify. Whatcha think? Thanks.

Wait a minute... This guys has two pairs of wings. So not Diptera. ID not critical to me. But would be nice. Thanks.
