And I did end up finding a whitefly pupa with a parasitoid exit hole in it.

Interesting--there was a tiny exit hole in the moth cocoon that seemed to go with this wasp, but I take it this would be an unusual host association. Hopefully I still have the cocoon and can check for the wasp's pupal exuviae.

 
Eulophidae
This is a euderomphaline (Eulophidae: Entedoninae: Euderomphalini), all of which are recorded as parasitoids of whiteflies. Is there leaf material associated with the cocoon?

Thanks for the ID. The cocoon was spun inside the leaf mine, so the whole leaf was in the rearing vial. I'm about a year behind in organizing my pressed leaf mines, but if I still have this one I will examine it carefully for a whitefly pupa when I come across it. The host plant is Triadenum fraseri (Hypericaceae).
