Although it is somewhat rough, it looks like D. hesperus.
Referring to Cassis, it looks like Subgenus Uhlerella of Genus Dicyphus. Among the species in this subgenus, hesperus and paddocki occur in west North America including CA.

According to the key given by Knight, 1968, D. hesperus and D. paddocki are distinguished by the color of the first antennal segment. The first antennal segment of D. hesperus is "black, not paler on middle," while that of D. paddocki is "pallid on middle, reddish black on base and apex." Furthermore, D. hesperus has a "head black, neck behind vertex with a pair of pallid spots, separated on mdeia line by blackish."

However, please note that narrowing down of this bug into the subgenus level is based only on the structures of head and pronotum, and it has a possibility to be incorrect.
