What do you think? Chamaemyiidae?

What do you think? Chamaemyiidae?
Kootenay-Columbia, British Columbia, Canada
July 1, 2015
Here is a better (although not ideal) photo of what I believe is that same family but different specimen. I will do my best to describe what I see. They all have such seemingly characteristic traits such as bright orange non-circular eyes and arista arising from top of round flagellomere. Outer vertical and short postocular setae are present as well as fine hairs on frons. Overall head, including gena noticeably smooth. Subcosta complete, running to costa with no breaks.
