I have never seen one of these before! It was sunning itself on a leaf of Himalayan Blackberry (Rubus sp) next to a foot path in the park I was at.

Very nice!
Its definitely a small-headed fly (Acroceridae). The genus is Eulonchus. I'm not familiar with the species, but most are metallic and quite pretty things, nectaring at flowers. They're particularly fond of Rhododendrons and Azaleas.
