Male - Black and Yellow Mud Dauber
You are correct. He is a male Sceliphron caementarium. There are some color variations on the abdomen and the waist, but the yellow tarsi, with the base of the hind tibia yellow is unique for this species. - 7 abdominal segment = ♂
