A series of these bugs were skating on the surface of a vernal pool. Most were nymphs. This adult bug was actually quite fair sized, about 3-4mm I'd estimate.

must be a Saldula. But I cannot find a key on identifying the species.

Google Books has the “Aquatic Invertebrates of Alberta: An Illustrated Guide” here. There’s a key to the Salididae starting on page 287. I'm not sure how useful it will be for your area but it's better than nothing. Unfortunately, it only gets down to genus level
