Unknown Fly - Stratiomys

I find this fly very interesting, with it's thorn-like protrusion on the thorax and wasp-like yellow markings on the side of the abdomen. It was active on wild carrot (Daucus carota). I have no clue what it is, can't find anything similar in Kaufman' field guide an have no other reference.
