This looks like genus Ammobaenetes
The taxonomy of the genus is in a bit of a state of "unfinishedness", as there seem to be a number of unnamed "species" in the genus from a wide area of distribution. I'm not aware that ones from Monahans and Mescalero Dunes have been named yet, but the geographically closest named "species" are A. phrixocnemoides from south of White Sands to near Samalayuca, and A. arenicolus from White Sands, because of the coloring, yours looks more like A. phrixocnemoides, and perhaps it is the same species.

It is also worth noting that the author of arenicolus (Strohecker) later reduced it to the status of a race of phrixocnemoides, but currently they are listed as if distinct species in the Orthoptera Species File.
