There were a couple of these females and a few males lingering on Echinacea purpurea, midday. Braconid?

Braconidae for sure, possibly a species of Agathis.

I looked in the guide and found a comment you made about the long face http://bugguide.net/node/view/35649/bgimage which stirred my memory of thinking that this one did also. I didn't think that it would have any bearing. Would it be safe to place this in the subfamily Agathidinae?

 
Not sure.
I'd wait for one of the braconid experts to pass judgment:-)
