Hmmm...
I lightened up the example you showed to see the coloring better and it looks just like my photo except mine doesn't have the extensive red on the legs. Maybe mine is just a more worn version that slept through the winter.

 
Elm Seed Bug…
We have seen these here in Oregon. The diagnosis is not based on leg coloration, nor is your image that of a "worn" specimen. You can read more about them here.
