This woolly gall was on Atriplex polycarpa, and because of that it should be A. floccosa which is probably specific to this host.

Yes, this can be identified as A. floccosa based on the key of Gagné 1989(1) due to it being a large, woolly stem gall not covered with small leaf clusters on Atriplex polycarpa in California. And, it closely resembles that reference's Fig. 249 of that species.
