Twitchy black wasp

Twitchy black wasp
Bernard Field Station, Claremont, Los Angeles County, California, USA
February 27, 2016
At the Claremont Colleges' Bernard Field Station in a disturbed area dominated by non-native grasses, with a few sage scrub plants. This wasp was twitching and scurry around – it seemed to be checking out something on the ground. I didn't see it digging. Any information will be greatly appreciated!
