Chironomidae
This a male Midge of the family Chironomidae. Females do not have the feathery antennae, although both sexes often hold their forelegs in the characteristic posture seen in your image. Very fine photo.

 
Further ID
This has to be subfamily Chironominae. Generally a shot of wing veins is required for ID beyond family, but the extremely large ratio of length of front tarsus to front tibia determines the subfamily in this case.
