sorry for the poor quality image ... is this a rove beetle larvae? perhaps Ocypus sp?

It was found in soil though ... I thought diving Beetles were aquatic?

They are, but for some reason
They are, but for some reason, this one was out of water. Must likely, it was in a temporary pool that dried up.
