Scale insects? Present on several leaves of a feral population of Acacia dealbata at this site.

A psyllid "lerp" wouldn't have that brown part in the middle. Also, I don't think there are any North American psyllids that make shelters like that, other than the introduced one on eucalyptus.

They also look kind of like the wax shelters produced by psyllid nymphs
