Black-shouldered spinylegs perhaps

After a winter with no dragonflies, they have suddenly reappeared, and my skills at identifying are dulled. I was seeing a lot of Flag-tailed Spinylegs & Common Baskettails. But I cannot make this one out. The blue eyes, pattern on the thorax, and the abdominal shape and color do not seem to match anything I can recognize. Can anyone help?

Teneral still, so the colours are not quite fully developed yet (grey eyes are a hint, they will darken).
Female.
Does not seem to have the 'spiny leg' of a spinylegs (but not sure thats conclusive) but it does look like a clubtail of some type to me.
