Tentative ID based on original description and similarity to BOLD images. Looking at BOLD BIN clusters, it appears that T. niveocapitella may be a complex which includes T. occidentella. There are at least 4 BIN clusters and BOLD:ABX2540, which has only one example from just south of Olympia, is more pale like yours.

ID'd on MPG as Tineidae.

Sure looks a lot like Tinea occidentella.
