Right, probably Pachypsylla celtidismamma
Feels like
Pachypsylla celtidismamma
over
P. celtidisvesicula
to me, but adults of the the two are most reliably distinguished by size; the former being 3-4mm, and the latter being 1.5-2.5mm (and note the ambiguous area between 2.5-3mm). As such, adults that aren't associated with nymphs or galls really need to be accurately measured for proper ID beyond genus.
