I am assuming this is a Cecidomyid 'pine pitch midge'. The most common overstory trees were Calocedrus decurrens and Pseudotsuga menziesii

This belongs to supertribe Cecidomyiidi. The cocoon may be a gall. Can you ID the understory shrub?

 
Shrub
The structure was arrched to a lichen, and didn't resemble plant material. However the shrub was a leafless Oemleria, just beginning to bloom.
