Size: 1cm
Common in Vitis riparia leaves along trails. Appears to be 0230 Heliozela aesella, identified from images in BugGuide and associated links. These are older vacated galls in whole and cross-section..

Do you have a shot..
of the upper surface of one of these vacated galls? If they're H. aesella, there should be oval chunks cut out to make the pupal cases.
