Female - Midge
This looks like a female Midge, in the Chironomidae family. The males have fancy plumose antennae. I'm not qualified to suggest a subfamily, but a good shot of the wing qualities might help you.
Here is an example of a female Green Midge in the genus Tanytarsus: ♀ Your's may be a related species, I'm not sure. Good Luck!
