Fly eating a bee -
Empis spectabilis
Dorr Run, Hocking County, Ohio, USA

The fly was struggling with the bee in the air, then must have subdued it, landed, and began feeding on it. Not sure what kind of fly or bee.

Fly appears to be an Empidid. Agree that the hymenopteran looks like a Tenthredinid.

The "z" shaped abdomen and orange legs indicate that this is most likely a male
