The fly was struggling with the bee in the air, then must have subdued it, landed, and began feeding on it. Not sure what kind of fly or bee.

The bee looks like it may be a sawfly and the fly is a robberfly of some kind. Wait for more expert opinion

 
Not a robber
Fly appears to be an Empidid. Agree that the hymenopteran looks like a Tenthredinid.

 
Male - Dance Fly
The "z" shaped abdomen and orange legs indicate that this is most likely a male Empis spectabilis. (eastern range) This is a first for Ohio.
