Tipula, subgenus Pterelachisus? Keyed out using the Crane Flies of Pennsylvania. I think T. margarita can be ruled out by the lack of dark/light/dark banding at the ends of the femurs. T. penobscot seems unlikely given the dark patterning at the base of this fly’s wings and Chen Young’s comment that they are found during June and July in Pennsylvania.
Unfortunately, I don’t have a photo of the top of tergum 9 so I don’t know that it will be possible to distinguish between T. trivittata and T. entomophthorae.

Any help I can get with this one, including confirmation of the subgenus, will be much appreciated. TIA
