No, wasn't near aphids.
On side of parks office, well away from plants.

Thought I had moved it to family, immature stages. Did I make a mistake?

You moved it to subfamily
There's a separate page for Syrphinae larvae; you placed the image there.

Syrphidae looks right to me.
