Sarcophagid?
Many of those calyptrate flies with big whitosh heads are Miltogramminae, a subfamily of the Sarcophagidae. Virtually all of those are parasitoid of digging wasps. However, not completely familiar with the Nearctic fauna, I cannot be certain that other calyptrates may have a similar appearance. Anyway, it gives you something to look further with.
