Inset view from above shows the horns. Is the ID correct, if so is it possible to ID to species?
Host plant is a Rose bush.

Ceresa taurina
Smaller "horns" than in the buffalo treehopper (C. alta) but otherwise similar. The reddist tips are just a color variety.
