I see these all the time in eastern washington. We always called them tiger swallowtails.

There are five different tiger swallowtails in the west.
Three are in eastern Washington. Western Tiger, Pale (looks like Western but lighter), and Two-tailed which is the darkest. Look closely, and maybe you'll notice a difference.
