Identification
After a year I felt I'd give ID another try. I found this online, and others, suggesting:

Green Sawfly (Rhogogaster genistae)

I searched for this species in BugGuide but did not find it. Perhaps it's a dated synonym, or was misspelled.

 
Extralimital species
You won't find that listed on BugGuide because the species you suggest isn't found in our covered area. Note as well that the mesoscutum of yours lacks the green markings. Insofar as I'm aware, all of our Rhogogaster species have green pterostigmas as well, so this is almost certainly not that genus. It's probably a Tenthredo.
