Aphids? - Chaitophorus populicola

I found a big cluster of these insects along with some orange cocoons (?). I can't remember which tree species they were on. Am wondering if they are aphids? Many look like aphids, but the larger ones?

Chaitophorus
Tree looks like Populus. Orange things look like fly pupae. A few fly families prey on aphids as larvae.
