Well done posting identifiable images! The reduced sternite on S1 makes this Sphegina (Asiosphegina) and the photo from the bottom shows this perfectly. I keyed it to species with Coovert & Thompson 1977 (link on species page) - of note, shiny mesonotum and nearly bare arista, orange rather than dark 3rd antennal segment, wings microtrichose, 4th sternite on this male consistent with this species rather than S. rufiventris.
