Probably Agromyza aristata...
another species that takes a year to rear.

 
This one appeared to be dead
This one appeared to be dead in the mine (I found it on the way back from mailing out the package to you)--there was a tiny tear in the end of the mine, next to what appeared to be either an exuvia or a dead larva. I could be wrong--do you think it is alive in there?

 
It does look dark, like there's something wrong with it,
rather than like a plump, healthy, yellowish larva.
