Philopotamid caddisfly? - Chimarra

Philopotamid caddisfly? - Chimarra
Brookside Gardens, Montgomery County, Maryland, USA
April 25, 2016
Size: ~8mm to wingtips
I think this is a philopotamid caddisfly, possibly one of the Chimarra (as described in the Aquatic Insects of Michigan (1): has ocelli; what looks like a 5th segment of the palps is ~2x as long as the 4th; leg spurs 1, 4, 4) . As always, I would be way off so I’d appreciate confirmation/correction of the ID. Thanks in advance
