Female - Tachysphex sp.
Eric is correct, the long pointed abdomen, skinny legs and wide eye-gap, are qualities that fail for the genus Tachytes.

Tachysphex?
I'm leaning toward Tachysphex, females of which have very pointed abdomens like this specimen....
