Turquoise Bee? - Pamphilius semicinctus

Turquoise Bee? - Pamphilius semicinctus
Bradford, Merrimack County, New Hampshire, USA
April 29, 2016
I saw a couple of these insects (bees, or maybe wasps?) around the as-yet-unopened buds of an apple tree. They were very bright blue — a sky blue or turquoise, not iridescent.
