Unknown beetle - Platycotis vittata

Spotted these on my maple tree today. There were several branches that had clutches of eggs that were opening. All were on the lower branches toward the outer edge and only on the west side of the tree (warmest area). I've trimmed all affected branches and discarded of them, but not sure what they are and if I should be concerned.
