Size: 1cm estimate
Not positive this is a robberfly, let alone what species it is. Saw one or two of them in an open field with scattered shrubbery.

This looks like a Saropogon luteus. (California range) Please wait for an expert. I suggest that you re-crop the image to "just the bug". Good Luck!

After doing some research I came to the same conclusion (though I'd like confirmation from someone more knowledgeable than I). Fixed the crop.
