Found many of these on leaves of one American Beech tree. Wooly aphids?

Timothy, how certain is your host ID of American Beech? Is there any chance that it may have been Alnus or maybe Carpinus caroliniana?

 
Not American Beech
You're right. It's not American Beech, but a similar leaf with more serrated edges.

I'm not an expert in these plants, but the highly serrated edges very much resemble the leaves of Carpinus carolineana (compare). To be safe, I checked the leaves of all of the alder species that occur in your area (using BONAP's data maps) and nothing is quite as close. Based on that, it reaffirms my initial thought that this is probably Psylla carpinicola, which is the Psylla species I'd most expect to find in Maryland.

Keep an eye out for the adults, which should be out from around now until at least July.
